You'll want to make sure you're the right section ID to get Sato.
Unfortunately, I don't remember why I originally asked which class it's for.
Oh, well. Just don't put any defense on it.

Sato's a great pick for a force or a fleshy ranger or a HUnewearl. It gives invincibility around the board which is pretty nice once in a while. The classes really don't need the pumps that most of the other rare mags offer, because they can take care of pumps themselves. Casts and HUmars, however are most benefited by the 6 rare mags that offer pumps at boss fights and bar fills. Those mags offer maximum pumps, thus maximum damage, in single player.
Making mags isn't really tough. You just need to pay attention, and basically follow a set of rules. Also, if you have a ranger with the right ID, you can start ALL your mags in the same place (to ensure optimal blasts).
Just some OCD-ish detail oriented behavior on my part, but it helps get the most bang for your... uh...
    photon... bullet...?

I just have one more question What if I manage to make a sato will it stay that way for good? Even if I give it to another force character?

Once a mag becomes rare, it does not evolve anymore. So yes, once it becomes Sato, it will stay Sato.
