So my liscense expired today and i tried to reactivate my account but it wont go past the log in screen.
my question is, is that are they still having problems with their billing site?

Yes, they seem to be having a lot of problems with their billing site lately. It took my friend almost 24 hours to get his confirmation e-mail when he made his account. The most you can do is wait and try again later.
