These guys drop it. Though, I am not sure if they are available on US Servers right now. I don't think they'll drop it until the Formal is actually available in the Clothier, but don't hold me to that. >.>
I'm also not sure if any level Igg can drop it. I've never actually tried to hunt for it yet.
