After the first update to the JP page they added the note about the GT cap.
There's been another update since. It mentions that the FT HP increase has in fact already been added and it also clarifies which Christmas items will be available in the Variety Shop (ie Xmas Box, Wreath, and Reform Ticket). It also mentions a Casino update. This probably involves the addition of the Treasure Chest as well as an expected rotation.
The additional NPC changes haven't been mentioned and neither has the PP charging update for rifles. Maybe they'll put them in a later notice (for example in another page update or the end maintenance notice).
