If you're looking in player shops then yes, that's probably the reason why. I just sell my 10%s to the NPC now, I don't even bother selling them in my shop anymore.

I myself usually feed the 10%'s to the PM that made them, it's like rubbing his/her face in it when they do it wrong, I think it helps me get over the depression that my PMs put me into when they make crap weapons.
