Is this just for Japan? If so, it's probably not too much of an issue. It's probably a nerf to compensate for the stats the end-game players have over there. Kind of like the idea was, that the moves were fine up until a certain level, but beyond that, they went too far.

To tell you the truth, I kind of agree with this....but I believe it's one of those anything to get more players playing GT ideas. Kind of a shock that they first give the GT barely any melee weapons (the least of all classes) and then they immediately jump to double saber. It does (without too much thought into it) seem a little outside the play foundations of the class. And the GT has plenty of pallette issues as well, as well as PA issues. Too many things.

After the nerf in the past, Dus daggas and Renkai were still good until MAjarra era.
After nerf, Chikki still be the more useful PA compare to another slicer PA.
From ST history of nerf stuff, I think it will still end up as very good PA, just not as strong only.
Tornado Dance nerf is enough for me to keep up with FMs as it is atm, so it's not really a problem if they still end up spamming those 2 PAs... I'd rather use Gravity and Spiral dance myself though.

Will this make GM the best time attack class then? FMs will have to switch from lkk to red/knight to avoid the zeros jabroga will put up, making that highly sought after unit even more desirable (two stacks+, probably).
Now lets see bows get blowback (or knockdown) at 31+ and an attack tech % increase across the board.
Oh... They missed out LaserPALV+, that's the only weapon in the game they've left out (apart from Shadoog, but you don't got PA for that), hope it's just an oversight.
