I don't use Twitter, but posting your whereabouts and current activities to Twitter is a consensual release of confidentiality, whereas being spied on (by anyone) is not.
You might not want your neighbors watching you take a shower, but if you choose to let your significant other see you, are you a hypocrite for the first statement?

I'm putting it down to the general public's general idiocy here. Too many people being too lazy to do research, and believing everything they here. (Myself, I doubt its technologically feasible for the government to monitor the entire population at once.)

Most of the gov't is probably still stupid and is monitoring at least everyone w/ a middle-eastern name, if anyone.
People like being protected, but they don't like government cracking their whip and actually doing something seriously.

Also, the less public knows, the better they sleep; i.e if people know they're spied on then somebody (in this case the CIA, NSA, or whichever agency deals with internal matters in U.S) really screwed up.

The internet was designed to protect information if a large scale attack was inflected on database networks. If one when down, the other nodes would still be up because the entire structure was decentralized. So it really wasn't about communication and more so about intelligence preservation. When the academic world decided to dabble in the project that's when communication took priority over information farming.
