The boxes have been changed to look like the ones in Phantasy Star Zero. This was announced only in the past day or two. There will also be a new 'shining rainbow' box for high rank items. The best guess I have right now is that means 13-15 star "S2" rank items.
The framerate thing might seem a random addition to the news article, but it was a rather random note in the blog article even. It's good news either way. They mentioned that they made performance tweaks to enable smoother gameplay.

As for this, its nice to know the framerate has been upped and I'm hoping that sword is the little gift for transfering. I'm disappointed about the item reward too. Producer Sakai says he'll go more in depth with transferring from PSP1 to PSP2.
(I'm sure this is going to be about the character level and items not transferring over...)
