They get a decent ATA boost if you use the set bonus with the Aramid Suit. It'll make them dead even ATA wise with Dual Mistileinn and Guld-Mila after extension, so for the sacrifice of EVP they're a decent substitute until you can get GM or DM. Most things you're using Dualies on don't need to be stunned anyway though. So you can really only consider them "top tier" because Dualies don't get glaringly large upgrades from star to star.
Okay, well, that answered my question pretty quickly lol.

Found a Olga Dyran after not seeing one for ages and it gives me nothing...

Whenever you start playing online, you can do Phantasmal Requiem with a party for a guaranteed battle against Anastasis.
Dyran is a waste of time I swear, anytime I see his warp I just abandon mission.
The only good things De Ran/Dryan drops are Kokuinto-Hozuki and Dyran Slayer (for the rare weapon registry).
That's really about it...
