Those ARE most likely hacked. You'd think by the fact that PSOWs itemDB page for the wand shows that every mob on SH tower could drop it coupled with the fact that we have a bunch of LV90+ people means that by now at least one of them have gotten a psychowand. The answer is no. Noone has gotten one yet, the drop rate is probably stupidly slim and anyone that gets one probably already knows better than to trade it away.

I wouldn't put it past SEGA to make the drop chance the same exact as it was on PSO, to tell the truth.
