Can't figure out how to start Ch.4

I've talked to everyone in the colony, but the chapter 4: act 1 has yet to appear for me. I'd be grateful to anyone who can tell me what I need to do x.x

Talk to everyone with an "!". Go to the item shop, cafe, and clothing shop. Go to the furthest wall of the clinic place or whatever it is that Crouch and the new Caseal are. Go to your room. Go to the mission counter. After doing all that, do a free mission. Then do the above again and it should start.

Do again what the above posts have said...you must've missed something

hm try this, go in the ?orange" room in the main lobby and accept a quest from one of the two (they are called personal quests, just accept one an dont worry about it) then run around and talk to people again, I think crouch after that. I seem to remember needing to do that once I think

hmmm...after reading Mike's post. Have you tried going to the farthest door inside the "Little Wing" Office?

That's after the fourth mission. I mixed the third and fourth missions up and edited my post.
