Thats the server maintenance error message, however its also the "you don't have the latest title update" message.
Go to your PSP XMB and highlight the UMD or Game then press Triangle, select Update and wait for it to download and install V1.01 then try going online again. If it still gives you that error message then the servers are down for maintenance.

Today's message reveals, Error message Sg4003 will show up if you do not update your game to Ver 1.01. This will only happen when connecting to Internet Multimode.
