I think you gotta play on Hard Mode for those.. Not too sure.

Beat Story Mode on Hard and the old PSO costumes will be available in the npc shops, along with other PSU costumes like the Illuminus Coat. That means doing ALL the hard missions, not just the last one. You can check your story log w/ the vision phone to see which missions you've already done if you lose track or skip around alot.

At least, if it's the one I think it is.
