I have two more questions:
1.How much does having the matching element on a rod/wand affect the damage output of spells? I'm assuming a higher percent boosts it further, but it'd be nice to know how much (if at all). Also how much does "empower [element]" help?
2. Why do the Max Attack Infinity missions keep booting me at the beginning in offline multiplayer mode? I managed to play Max Attack IV a little bit this way, then I quit the mission and tried to join it again but every time I try it loads the mission and I see myself in the Clad 6 lobby, then a message pops up and it brings me back out of the mission before I can do anything. Anyone know what I'm doing wrong?

I believe that's 10% or 5% I am not sure correct me if I'm wrong.

Your picking the Maximum Attack Infinity mission with the "orange" highlight that means that is for Online Only. For offline Multiplayer Check the Maximum Attack Infinity Missions below with the white Highlight.

the % does matter but generally the empower is more important.

Well, using the right element tech with the right weapon against an enemy of the opposite element and you'll get 30% to 90% more weapon attack power. Attaching multiple techs of the same element also provides a bonus for that element no matter what element the weapon is.
As for empowerment, it depends on the weapon. They range between 10% and 25%. The EPD has a 30% bonus though.
