From what I understood, the "cap" in terms of rebirth points is the same for every race.
It's like, you can always only add (for example) +30 to health, which will result in whatever the maximum HP is +30 (which may not be 30 health exactly, but more like 200HP added or something with those 30 points) for all races, which will still result in every race having a different HP value in the end since it's the race cap (different for everyone) + rebirth cap (same for everyone).
I could be wrong of course, but I guess we'll find out for sure soon on the 24th of February.

For example, if beasts have 200 HP and newmen have 150, then if they put the same amount of points in to HP, beasts will have 230 HP and newmen will have 180. The racial differences are kept but the character is stronger compared to similarily leveled characters of the same race. Or so it said on the official blog.
