festival is a dlc tactical mission that can be played in multi mode or internet multi mode. You have to take the alterazgohg boss teleporter and S rank the mission to have a chance of getting it.

Oh thanks that's the mission that has 150% xp and 200% drop rate right? correct me if I'm wrong.

^Where does Pandora Extreme drop again? Still looking for mine.
I've been spamming the very first mission on Infinity rank over and over in hope for Lutus Jigga to drop Holy Elsydeon but so far i got 5 waves without dropping anythin but Meseta (Yellow and red aura Lutus included). Did get a Fenrir though from a Pal Shark and i haven't gotten that one yet so it's nice to get something new. It's kinda my first real rare cause i don't count red boxes from end boxes anymore.
Try GH on infinity rank on the relics block.
The saber drops there like candy.
If it's too hard solo you can try to join a multiplayer party for it.
