1- Define normal when it comes to people. You can't.
2- Both characters originate from American comic books, not Japanese. Snake Eyes was always portrayed as a ninja whereas Batman, untill the late 80's/early 90's was not. Mostly a boxer with some training.

Batman would pretty much win ANY popularity contest, even 1960's batman.

Now if this was snakeeyes vs GRAYFOX(cyborg ninja MGS) THEN it'd be a fair match (maybe) AND separate some weaboos from non-weaboos.

I voted for Batman, mostly because I never got into G.I. Joe and have seen more cartoons with Batman in them.
