A buddy and I got into the POBT, and had some trouble finding other English speakers to party up with us.
What are the common server and Lobby combos fro PSO-W players? I'd rather not have to resort to playing with the guys on /jp/.

Block 20 (21 if it fills, 22 if 21 fills etc.)

PSO-W, GameFAQs, reddit, Facebook, Bumped and some of 4chan will be on Ship 2, Block 20/21.
The rest of 4chan will be on Ship 4, Block 44.

There are other English communities scattered on the rest of the ships, but the above two are the primary ones.

I was hearing even other fansites were 2-20+
And since it does already have the most, other fansites that aren't elitist will likely largely move there if not already, so its a pretty safe bet.
