whats wrong with ship 2, my character that i created in the CC doesnt appear -.-

Characters created in the character creator are saved locally to your computer. They're not actually characters on the server. You need to make a character on the server, then load your saved data from the character creator.

i didnt try that yet, but i was getting a message when i clicked to create a character on ship 2, and it didnt let me create a character.

No, unfortunately there's no ship transfer option. If you play in a ship like ship 10, you can only either stay there, buy a new character slot and use that slot in ship 2, or delete the ship 10 character and create a new one in ship 2.

Block 20 is full and 21 is nearly full, that's where english players usually play.

Looks like the character creation in Ship 1~5 will remain locked for the rest of the night according to the PSO2 twitter (it's nearly 4:45 in Japan right now).
