Is the city mission rare?

I got it once, but i kinda failed at the boss because of time-out.
Then it dissapeared.

The City Mission is available for an hour, and is announced 15 minutes in advance.

As for scheduling the mission, I couldn't tell you.
I wish I knew when they had it planned in advance.

From my personal experience, my guess is that it is random, but probably linked to the amount of people on the server. During the closed beta, I encountered it the most during the weekend and during evening JP time (very early morning EST). I don't think I ever encountered it when I logged in in the afternoon EST.
