It says you need to find a unit from either that large monkey or a Rockbear at Lv11+, but almost all the forest quests don't have 11+ enemies. That one story one does, but I've only seen the monkey spawn once.

Free Forest normal Rockbears are Lv11, which works.
As are the monsters in the 2nd block in free forest.
how u get 2nd board?
