Do you mean.. ship 7? Also everyone is mostly in Ship 2 in terms of the English community.

I think your best bet is to make a character on World 2 . most PSOW'ers and other English speakers hang out in there in block 20, 21 when thats full and so on

You have to either delete your current character or buy a new one (not possible in OBT).
