Allow me to direct your attention to a fighting game released last year for Nintendo Wii called Tatsunoko Vs. Capcom.
This game features characters from the universe of Capcom video games (Ryu, Chun-Li, and Alex from "Street Fighter 1, 2, and 3". MegaMan Volnutt from "MegaMan Legends". Morrigan from "DarkStalkers". Viewtiful Joe from "Viewtiful Joe", etc.)
Versus characters from the anime company Tatsunoko Productions (Ken the Eagle, Jun the Swan from "Science Ninja Team Gatchaman". Karas from "Karas: the Prophecy". Casshern from "Neo-Human Casshern". Tekkaman from "Tekkaman". Gold Lightan from "Gold Lightan". etc.)
Originally, this game was going to be Japan-only. However, when fans of the Vs. fighting series got wind of it, they badgered Capcom's American and European branches to bring the game to the west. Which was all fine and dandy. However...
Tatsunoko held all the Japanese distribution and production rights and licenses to all the Tatsunoko characters, because they're the ones who made each anime series. However...
Many years prior, decades even, different AMERICAN and EUROPEAN television companies like Saban, ADV Films, Pioneer (now known as "Geneon"), Manga Entertainment, and whoever else bought the licensing rights to produce English / Spanish / French / Italian / etc. versions of these series.
So guess what that meant?
When TvsC came to the west, Capcom would have to pay royalty fees and ask for publishing rights--not to Tatsunoko Productions in Japan--but to the people who bought the rights for distribution in other countries (Saban, ADV, Geneon, Pioneer, Manga, etc.)
Capcom had to make a LOT of phone calls and cut through a LOT of legal red tape just to bring the game to the west. One character, Hakushon Daimao (known as the TV series "Bob the Genie" in Europe) got cut out of the Western version because Capcom couldn't get legal rights for him (although they got four characters to replace him, so it's all good).

Anyway, the point is that Phantasy Star Portable 2, like TvsC, has a lot of collaboration and cross-over stuff in it. various Manga like Fate/Stay Night, Bobobo Bo Bo Bo-Bo, Hunter X Hunter, Neon Genesis Evangelion... then the Vocaloid series with Hatsune Miku and the gang... Then collaborations with Fanta Soda, Pizza Hut, Kentucky Fried Chicken... that's a LOT of legal stuff to go through, which is why stuff gets cut / edited in the western version in the first place. Because while it may be easy in Japan to secure these legal rights, it's harder in the west.
