As long as the game can't find that directory then yes, it'll do.
If you think it will do any good. http://nyaanyaa.ath.cx/stuff/pso2/pso2.zip. This is the 1.0004.0 version and it does work (I have been playing today after all).

After fighting with this shit all day I finaly got it to work.
What the hell did SEGA dop with this bull**** patch? I have a 32 Bit Win Vista system with NTSF harddrives. After like 10 seconds in the actual patching progress it stopped. Now I have a new pso2launcher.exe and pso2blablabla.exe and backups of them (blablalba.exe.bak). I can't f******* delete or change them. They are NOT locked!!!! This is driving me insane...

The best to resolve the problem is just copy paste launcher.exe and other file till it gonna work and patch the game: http://nyaanyaa.ath.cx/stuff/pso2/pso2launcher.zip
and then you just need to do same thing with patched pso2.exe : http://nyaanyaa.ath.cx/stuff/pso2/pso2.zip .
After re-installing+patching the game I re-named (My) Documents\SEGA\PHANTASYSTARONLINE2 to something else, for example:
(Wokker) Docs\SEGA-derp\PSO2-herp
Then I replaced my PSO2.exe with http://nyaanyaa.ath.cx/stuff/pso2/pso2.zip
and then I said some "less-polite" words to my computer and then it worked
Guess i got lucky. Opened up launcher, automatically started patching. 10 min later Im playing.
after the update the file permissions on the launcher,updater,pso2.exe were all messed up, had to manualy add my user as a alowed user, in order to get it to work
