How do you report a player in PSO2 that is being lude and harassing others? Thanks!

There's a page on the PSO2 site for reporting a wickeduser. I don't know how to use it, though. Could someone make and sticky a guide?

I'm pretty sure wicked user is for reporting hackers and the likes, not gaijins poking with sticks each other.
