Make people vote via PM or by posting in the new thread with the candidate they vote for. That or don't count any votes of accounts that were made after the date the voting thread has opened.
Though, I don't know who would go through the trouble of making sockpuppet accounts (which require separate E-mails, etc.) just to vote in a contest. Seems kind of silly. I wouldn't worry about it too much, really.
