I just refresh (once or twice) that link you get once the payment is complete. That gives me the code instantly.

How can you skip the making up the "jap address" part with this? As far as I know it is required in the SEGA website.

You still have to fill out your info for Sega on the ID you plan to add AC to. So you still have to make up a Japanese address and phone number.
