I think this is how it works. Volg's explosion value (non-charged) from a Zenith/Pick Up Throw (or whatever it is).

Using the tree/stats I have. I included Partizan gear in all of them but you sometimes don't gain gear which usually happens on something like Magatsu.
If you have access to an Ideal/Austere Partizan, I would say to use them instead if you wanted to use Partizan for most things. The increased survivability and the ability to use it much more effectively for mobbing is way better in the long run than a few % more damage during Limit Break and only Limit Break. We'll have to see how strong the multi-class 13*s are going to be though, I have a feeling it'll be a much bigger gap than what the current Fi/Hu Partizans bring.

^ your Fuuga doesn't have Inevitable Strike on so it doesn't look too reliable.
I made a another chart. This is based on my FI/HU assets which is a tank build (85 S-Atk on units and 70+UB on weapon, with Shifta and team buff) and this assumed HU/FI build (145 S-Atk unit/weapon set, team buff, Shifta and Shifta Drink)

Since there's no separated calculator for Vol so I'm going to calc by hand.
Critical Strike + Inevitable Strike (29.95% damage increase) has 70% chance of occurring and results in an average of 20.965% damage increase.
Normally Vol equals to 2.3x damage multiplier (2.56x when charged), but in case of FI/HU Fuuga, the multiplier jumps to 1 + 1.3 * 1.20965 = 2.572545, and 1 + 1.3 * 1.2 * 1.20965 = 2.887045 then charged.
Final result:
FI/HU Fuuga LB uncharged Vol: 87476 (average damage) * 2.572545 (average multiplier) = 225035
FI/HU Fuuga LB charged Vol: 87476 (average damage) * 2.887045 (average multiplier) = 252547
HU/FI Austere uncharged Vol: 99979 (average damage) * 2.3 (multiplier) = 229951
HU/FI Austere charged Vol: 99979 (average damage) * 2.56 (multiplier) = 255946
Conclusion: Austere is stronger (and safer)
P/S: Pretty sure there's no mistake (probably).

I put the crit related skills in the Rate area. 1.3 (Volg JA) * 1.15 (Crit Strike) * 1.13 (Inevitable Strike) = 1.68935. Not using a 2 since it's multiplying off of Throw's PA value (2761 Power for Volg only and 3588 Power for Volg+Crit stuff). I guess my mistake was not using a 100% crit rate.
I don't think it's good to use non-matching affixes when trying to compare weapons/classes.
They are different classes with different playstyles and trees, so I won't ever set the same affix.
Also, crit has a 70% chance of happening, so even with the rate stuff your calc WILL be off (try sliding the crit bar and see for yourself)
And you don't set Fuuga to be crafted weapon either.

I dont see how Fi main justifies using lower attack affix.
Regardless I think nguuuquaaa got the numbers right. toragyo's numbers seem off because: 1. it doesnt double dip crit. 2: it does not factor in imperfect crit rate.
Quite surprised that Hu/Fi Austere beats even LB Fi/Hu though

Shifta Crit / Crit Field can boost it to 100% (Shifta Crit being 95% but that 5% is barely gonna change the numbers.
Partizan needs only need 593 Dex to do max damage to Ultimate mobs which is incredibly easy to get (and also the lowest needed for any weapon type) with Class Boosts being a thing. I myself have 852 with only 30 Dex on Mag so it is mostly irrelevant.
But yeah, mine was simply Volg's explosion on Crit and nothing else so I guess it's not the best.
Well, I prefer survivability when playing FI
In any case, 145 Atk affix is around 6~8% stronger than my number above, so FI/HU under LB will beat HU/FI Austere (but more squishy of course)
^ Shifta Crit is extremely rare. Crit Field is also rare but possible to find. I don't include in the calc but it's about 8~12% more damage for FI and ~0.3% more damage for HU.
Edit: just found out in my calc that Austere/Ideal has crit set to 70% but the number is off by about 0.7% so not much to worry
