i'm sorry i'm more than likey wrong and sleepy but
i think you need to do ALL the quest in one difficulty then do osto research.
thats what i did, i still gotta go to normal to change stuff

Well there's no need to do Dr.osto's research, just the other 5 and then go to the dr ost's research for meet montague and make the enemy parts

Perhaps, but that's the order I've always done them in and it's never failed to work for me. I was just passing that along.
