Error getting latest version/Error:12152

Please help. I am trying to download and install the japanese version of Phantasy Start Online 2, but whenever I click the button to download the latest patches, I get this error message:
Error getting the latest version
From, wait for a while, please try to connect again.
WinHTTP Error:12152
[No.103]
And an ok button. I click the ok button, and it brings me back to the launcher. I click update again, and it does it again. I have tried again and again to download the patch, but I cannot get it to work. If you know how to fix this issue, please tell me. Thank you.
