It sounds like you're either including international exchange fees (which you can't really blame on the game) or forgetting to add sales tax. In TN, PSO1 would have been over $54, which converts to 5015.52 JPY according to Google's auto-conversion. (How accurate is that service?)

Still, you're definitely right. Even if you only bought 4600 AC, that's plenty to buy all of the AC features people gripe about.
