I can't convert enemy body parts?

I can do the Unsealed door but everytime I talk to the doctor all he says is Where is Elenor I need to fix this or that blah blah. Why wont he convert the weapons? Do I have to complete every quest first?

This is a cut and paste from the Converting Enemy Parts Into Weapons guide. you have to have these quests completed in order for the part conversion to become available.

Claiming a Stake
Magnitude of Metal
Secret Delivery
Doc's Secret Plan

While doing these quests I learned that you also MUST complete Fake in Yellow along with these. Completing Fake in Yellow will unlock Doc's Secret Plan.

What version of the game is this?
In a certain private server you can just use the enemy part and it becomes a weapon.
In others it is indeed just talk with Montague in the quest unsealed door with the material in your inventory and 1 free itemspace.
