If they didn't slash the jobs they wouldn't have money. Companies don't slash jobs to break even, they slash jobs to keep money.

Most localization should only take a couple of months in terms of translation (and it's likely already finished). The only educated guess I can make is that they were using the Japanese version to sort out any problems with the games mechanics to fix before moving on to other areas (Likely wishful thinking).

I think that quote is likely. International version will mostly include Episode 1 and Episode 2 (Final Fantasy X1 got similar treatment when Square Enix also included Rise of Zilart for international release back then).

The problem isn't when it's going to come out exactly (although the lack of any information is definitely disheartening), it's more that when it comes out if it's actually getting any support.

Support is definitely the key which was the major weakness for previous Phantasy Star Universe Series (except maybe Xbox version). The Free to Play approach turned out an effective strategy to attrach more players. SEGA also should consider release the game on other platform like Mac and Linux (the Stream release on that system will force other publisher to scramble for the cake).
