Chapter 9 & 10

Perhaps this is a bit premature since I've only just finished Chapter 1: Act 2, but when I was looking at Cirnopedia I noticed that the PC version only goes up to Chapter 8, and then Chapter 9 and 10 required the Vita. Without any spoilers, is owning the Vita version of the game required in order to progress in the story, and are these chapters a direct continuation of the story of just side things?

Also related, but anyone know if these chapters are ever planned for release on the PC? I love the game, but not enough to throw down and buy a PS Vita for two more chapters.

Not anymore, since the last update you could get Chapter 9 and 10 on PC. Cirnopedia just hasn't updated enough yet, since phr0zen has been working on the site layout since Google Docs was restrictive.
