No, 4.6 doesn't contain the 4.0 and 4.5 dll's.

So how do I get those DLLs then?
without having to reinstall 4.0 or 4.5. I need 4.6

Actually, it seems like i cannot download tweaker from arks-layer page. Download freezes at random percentages of download.
I don't know if it's my fault, i tried downloading some other files, it seemed to be fine.
Is there any other source, where i can get Tweaker? Or is this something definietely at my side?

That sounds like something on your end. Ensure your antivirus isn't thinking the tweaker is a virus and try again.
