I just updated the tweaker again, still getting the same error. "Couldn't find previous update data, starting from scratch... Beginning QUANTUM SYSTEM update check..." and then it just closes out.

And the patchlog.txt file has nothing inside it, just a 0kb file in the folder

Take the tweaker out of the same folder as PSO2, and move to where you won't have permission issues, such as its own folder in Documents, or another Hard Disk. Oh and make sure you're running the latest .NET Framework.

I managed to get mine to work after fixing permissions, starting the pso2 launcher file check and exiting and changed to using the old progress bar. No idea why any of that worked but it managed to at least not crash after starting the quantum system for me.

It says access to version.ver is denied.

Sirius-91 mentioned that:

that file is set to read only and/or doesn't have the right permissions to overwrite it.

After opening the Tweaker maybe 10-20 minutes ago, I attempted to update and I got an immediate error that neither update method worked and a Pastebin page opened. http://pastebin.com/BR5c4yk5

What I would advise everyone to do right now is redownload the PSO2 Tweaker but don't click ok to update it with the new "QUANTUM SYSTEM" until AIDA can fix it. then check for updates and it should work.
