The PSO2 release is so long, and hardly any updates. Finally, back in April 10th Sega announces that it's late... but we already knew. Haven't heard from them since.
With that out of the way here are possibilities:
1.Sega of America working on "balancing" things themselves, but that doesn't take this long.
2.Changing the story from scratch.
3.Completely making a new PSO2 from scratch with American non-unicode instead. This would be completely terrible as I run pretty much everything with this setting on my computer. Need it this setting to watch downloaded Niconico videos. Download of course because videos can be taken down without notice, but that's beyond the scope of the post. The point is, new code or requiring people's non-unicode language to be English is unnecessary and spending all this time just to inconvenience players with different settings sounds... a lot like something Sega would do -_-
4.Best case scenario they release a full content update with original story, themes, and references intact. But... this isn't likely.
5.Sega of America mostly focuses on a Vita port:

Says America mostly cares about casual and social games -_- Probably why games in the past decade have gotten worse.
