Code Clone has determined that pvp would be a piece of shit in PSO2.

I'm pretty sure that was that. Everything is far too easily abused in a pvp environment (you can lockdown anybody you want with razan, absolutely inescapable unless first thing they do is spam invincibility frame dodges)

Which is where Team vs Team comes in just perfectly. And a "Capture the Flag" battle wouldn't be too shabby now, would it?
And heck, the PVP system in old PSO was also BS, but I found it hilarious at times.
