They even nerfed many client order requirements. Oh well, rares unfortunately live up to their name too well and bloating quest logs with quests that take ages to complete wasn't worth it. Others were reduced too much.

One of the rare enemies is bugged and won't spawn, that's probably related.
JP wiki doesn't have anything on it yet surprisingly enough.
I can confirm Nabarta from Bal Dominus not the regular boss.
