GC: Where are these "Mag Cells" I've never seen one?

I heard about "Special Mags" but I didn't know how to get them. Then somebody told me I needed a Mag Cell... I'm at level 89 at Ultimate mode RAmar-SKYly and I can't find these so called mag cells. I don't have an Online adapter so now I don't know if it's only for online or what. If it is for offline where do you find them?
