I believe you have to complete Chapter 2-5 now; I'm not entirely sure though

you don't need to unlock ep3 if you are talking about a new char, don't remember what exactly did it but i just cleared ep4 and have zieg cos unlocked, didn't touch a single thing from ep1-3

Zieg's COs unlocked on my new character after completing the Hard License CO from Koffee.

EDIT: This was while on EP4. Haven't touched 1-3 on this character yet.

You can alternatively just switch back to Episode 4

Switching back to EP4 didn't seem to work, probably haven't completed enough nodes. I'll try the Difficulty Unlock C/O. Thanks for the help!
