It essentially lets you transfer Lucky Rise, Meseta Fever, and EXP Bonus between Weapons. It can also let you evolve them into the upgraded tiers, provided you're using Is and IIs.

The success rates for Gift Receptor are:

Gift I + Gift I + Gift Receptor = 75%
Gift I + Gift I + Gift I + Gift Receptor = 100%/60% (evolve)
Gift II + Gift II + Gift Receptor = 50%
Gift II + Gift II + Gift II + Gift Receptor = 75%/40% (evolve)
Gift III + Gift III + Gift Receptor = 30%
Gift III + Gift III + Gift III + Gift Receptor = 50%

Quick question what is the unlock for Expert blocks now since I thought i did everything already but seems the title has not popped?

Expert requirements are currently:

1. Get a 13* or higher weapon to +35 OR get a Pet to Lv. 120
2. Clear Solo Training: Heaven and Hell (Stages 1-5)
3. Equip a full set of 12* Units grinded to +10

Note that you are no longer required to wear either the weapon or Units once the respective Title is obtained. Also, just for the record, Expert Blocks were removed as of EP5, and were replaced by Expert Matching (in Matching Settings), which only matches you and only allows you to match with players who have also obtained Expert status.

It also prevents you from seeing parties that don't have expert matching set on, so be careful about it if you're looking to snipe triggers.

As far as I recall, the special variants of the Gift III abilities (such as Another History and Temptation) aren't compatible with Gift Receptor.

You pretty much need one of the PSU weapons or the anime weapons, as their Special Ability Factor is Another History.
