Nope. Weather cos usually clear when the right weather occurs. Maybe its not heavy rain. Try forest.

There is indeed unisex hairstyles, but I don't think that's one of them.

All hairstyle can be used by female so far, cannot say the same for the more feminine hairs for male characters.
