The condition to unlock the important ones (the weekly ones that get you Craftsman's Seals for Lambda Grinders) is completing Koffie's VH difficulty unlock CO. After reaching lv60, you get some other one-time only COs from Zieg.

NT weapons. Better to grind these at my level (50ish) or simply stick with extends until high lvl. Bit confused cuz i see lots running around with 13 stars in my VH EQ's....

People say that you can craft Saikis for PP, but I've never touched unit crafting before. Is there a guide to look at or a recipe I should be searching for (assuming that it's quick like PA crafting)?
Depends on weapon. Nox DBs are straight up better than Crafted Red DBs. Nox TMGs on the other hand are pretty bad since the potential only boosts one PA.
