I can tell you I have a +2.00% Rare chance, so I guess eventually the Rare chance will go up and up and you will get less Tomatoes

If I understand well your question, then yes ring keep getting xp. I mean I was able to grind mine 3 times in a row (8>11). So it's still getting xp all the time.

Edit: Btw when reaching +10 check title counter. Got x7 Tokyo gems.
