The Talis' potential states that it halts PP regen while it's drawn.
Since you need to have the weapon drawn to be charging a tech, you won't regen PP.

It stops everything (apart from Attack PP).
Natural PP Regeneration, Charge PP Revival, PP Convert, PP Restorate -- all stopped.

EDIT: Brain derped for a second; for some reason I forgot that using the right Technique element triggers Weak Hit. Fixed.

For the Train Trigger, what parts should I break for the maximum drops like Gunne Ginnagam's three parts?
You're not getting "maximum drops" by breaking parts, using a trigger already guarantees you are getting the max number of drops; what you are getting is access to a pool of items that are only available by breaking the parts (in the case of GGG, it is the Saiki set). Train Gidoran (and its rare variant) doesn't seem to have an extra pool available from breaking parts from what I can find.
