The chances of weather effects seem to increase with more players present, and if the players are running around doing things. AFKing in an empty MPA will give you a very, very low chance of weather effects after the first few minutes.

Sega occasionally mentions that certain actions will trigger certain weather effects (in fact, the trigger rate was increased a few updates ago). We just have no idea what said actions are.

I've read that weather is triggered when a wave of enemies spawn, so run around the MPA.

Yeah, I've tried idling to get weather changes a long time ago.
Doesn't work.

As gigawuts said, I think it's tied to enemy spawns or something similar.

Sorry if this question has been asked a lot. On occasion I get a message that pops up after I initiate a quest. The message is in Japanese and asks me for a "Yes or No" response. Not sure what this is. Some help would be highly appreciated, thanks.

From my experiences, it's just the game's way of reminding you that there is a specific NPC that you need to run the Quest with, so it's asking if you want to block out other parties in the MPA... But that's only a guess
