I think it resets per area you go into but the timer starts as soon as you're in the field.

/skillring or /sr then the name of the ring. If you are using the Item Translation and assigning this to a Crtl shortcut, the ring name must be in Japanese; (I am pretty sure) if it is for an Autoword, then it can be in English (assuming that the item name has been loaded).
