So, I just got an 11 star from Tower Defense untekked. I thought they couldn't drop untekked in TD events? Was this changed?

I believe Meseta Fever (which is probably what it is), increases the amount of meseta per drop, like a booster.

You face level 70 mobs in Mining Base: Despair. Level 70 mobs can drop untekked 11*. For the record Invasion and Intrusion mobs are only level 65, so they won't drop 11*.

Yes it will. Actually pretty sure it doesn't even need quite that much, but go for it if strikes your fancy.

I'm experimenting with partisan casting HuTe and the 11* partisan with Tatk. Since I derive a lot of my damage from Volg Raptor on bosses I need to have quick, heavy, and if possible, pp-efficient burst of damage to go with it. I was wondering which of Te's 3 elements I'd be better to spec into for this, wind, light, or darkness. After activating Volg Raptor I only have a couple seconds to pile on as much damage as possible. I really don't want to be spamming namegid either, I know it hits like a truck, but it's mindnumbinlgy boring.

Correct, even with the the same affixes, the Talis will do slightly more damage.

The only real options for a pp dump is either sazan 16 or charge reduce crafted ragrants if you're not going to do duckness.
