The typical rule is
If an enemy is weak to 2 elements, then your bonus is 1.2
If an enemy is weak to 1 element, then your bonus is 1.3
Things weak to all elements vary.
Also, for 1. the answer is "not usually." Enemies have occasional small resistances to certain elements. A gilnatch will resist light damage by a whopping 4%, for one example. This is so negligible as to only be mentioned to make an answer more thorough.
edit: It should be said that some bosses WILL heavily resist certain elements. Vol Dragon has hefty resistances to everything but dark and ice. Hunar's sword laughs everything but light and lightning off, etc.

It's worth noting that the element multiplier only applies to the elemental part of the damage. A 50 fire sword will still do more damage to Vol than a no-attribute sword.
